Representatives from Belarus, Vietnam, Kazakhstan, Kyrgyzstan, Laos, Myanmar, Russia and Tajikistan, as well as Iran, have launched formal negotiations to draft and adopt the Charter of Eurasian Diversity and Multipolarity in the 21st Century.
The initiative was announced at a meeting held on September 25 during the high-level week of the 81st session of the United Nations General Assembly. The parties said in their joint statement that the process would be open to the participation of all relevant states in Eurasia.
Security and cooperation principles to be defined
The main objective of the negotiations is to prepare a political document setting out common approaches and principles of cooperation aimed at ensuring equal and indivisible security in Eurasia.
Decisions on the charter’s content and procedures are planned to be made by consensus. The legal nature, format and method of adoption of the document, along with its draft, will also be determined by mutual agreement among the parties.
In the joint statement, the parties reaffirmed their commitment to the purposes and principles of the United Nations Charter and to international law. They emphasized the principles of the sovereign equality, political independence and territorial integrity of states, non-interference in internal affairs, and the peaceful settlement of disputes.
Economic and humanitarian dimensions highlighted
The planned charter is expected to address the development of economic partnerships, the strengthening of cultural and humanitarian ties, and the promotion of interaction among civilizations in a multipolar world order.
The participants said they supported the establishment of a more inclusive, democratic and just international order. The joint statement said that a multipolar world order should be based on international law and the central coordinating role of the United Nations.
Working group to be established for charter
The parties agreed to establish a Working Group on the Charter of Eurasian Diversity and Multipolarity in the 21st Century to prepare the document. The group will conduct negotiations on drafting the charter.
The idea of a Charter of Eurasian Diversity and Multipolarity was first raised at an international conference on Eurasian security held in Minsk in October 2023. The initiative was subsequently discussed on various international platforms and in different formats.
