Syria’s presidency called for spending to be rationalized and unnecessary expenses reduced, saying current conditions require more efficient use of public resources.
In a directive sent to public institutions by the General Secretariat, authorities called for investment projects to be reprioritized based on their necessity and feasibility. The directive emphasized that savings measures must not disrupt the core functions of public institutions.
Salaries and basic services to be protected
Spending required for salary and wage payments, as well as the continued provision of healthcare, education, water, energy, security and public safety services, will not be subject to cuts.
Necessary operating expenses and preventive maintenance work will also be exempt. The directive aims to strengthen fiscal discipline and improve the efficiency of public resource use.
Basic services to take priority in investment
Approved investment projects will be reassessed based on their necessity. Priority will be given to projects linked to the continuity of basic services, public safety, the protection of assets and the safeguarding of critical infrastructure.
The General Secretariat asked public institutions to review spending areas where savings could be achieved without disrupting operations. The goal is to preserve balance in the state budget by reallocating available appropriations to priority areas and basic services.
War damage puts pressure on public services
Syrian authorities are working to stabilize the economy and public services sectors after the 14-year uprising against the Bashar al-Assad regime.
The healthcare, education, water and electricity sectors continue to face difficulties because infrastructure sustained extensive damage during the war and thousands of service facilities were destroyed. The government aims to improve public service conditions across the country.
