Hamas called on mediators to continue pressuring Israel over the escalating attacks and worsening humanitarian crisis in the Gaza Strip. Hamas Political Bureau Chairman Khalil al-Hayya discussed these issues with the mediators on Saturday evening.
According to a Hamas statement, homes damaged during the war and weakened by cracks continue to collapse. The statement said the collapses had caused deaths and injuries.
Call for aid and shelter equipment to enter Gaza
Egypt, Qatar, Türkiye and the United States are mediating between Hamas and Israel to make the ceasefire in Gaza permanent and implement the stages of the agreement. The discussions include the withdrawal of Israeli forces from Gaza, the entry of humanitarian aid and arrangements for the territory’s future.
In messages sent to several countries, al-Hayya warned that humanitarian risks were growing as winter approached. Hamas said the heavy machinery needed to clear rubble and secure buildings at risk of collapse had not been allowed to enter Gaza.
Hamas also said the entry of prefabricated homes, shelter tents and materials to protect against cold weather and rain had been blocked. According to the statement, this has left tens of thousands of people living in unsafe shelter conditions.
Hamas called for an end to the attacks and assassinations and demanded the immediate and unrestricted entry into Gaza of heavy machinery for rescue operations, along with shelter equipment to prepare for winter conditions. The mediators said they would continue efforts to deliver aid to Gaza and meet urgent humanitarian needs, maintain contact with the parties and encourage implementation of the agreement.
Three buildings collapsed in less than a week
Three buildings collapsed in the Gaza Strip in less than a week, one of them completely, according to official information. The deadliest incident occurred on Wednesday in the Industrial Area west of Gaza City.
Official figures showed that 21 Palestinians were killed when the Saade apartment building collapsed. Twelve of those killed were children, and other people were also injured, officials said.
Hamas argued that the increase in attacks in Gaza, along with continuing attacks in the occupied West Bank and at Al-Aqsa Mosque, was weakening the prospects for calm and stability. The statement also claimed that restrictions on humanitarian aid, recovery and reconstruction efforts were preventing the implementation of commitments under U.S. President Donald Trump’s plan.
Stages of the ceasefire plan
Egyptian Foreign Minister Badr Abdelatty said Thursday that the ceasefire agreement in Gaza must be fully implemented. Abdelatty accused Israel of failing to implement the agreement’s provisions regarding the entry of humanitarian aid and the withdrawal of Israeli forces from the territory.
On September 29, 2025, Donald Trump announced a 20-point plan aimed at ending the war in Gaza. The plan included the release of Israeli captives, the disarmament of Hamas, a partial withdrawal of Israeli forces from Gaza, the establishment of a governing body made up of technocrats and the deployment of an international stabilization force.
The first stage of the plan took effect on October 10, 2025. Hamas said it had fulfilled its obligations under the first stage, while Israel had continued its attacks after backtracking on its commitments.
Trump announced in mid-January that the plan’s second stage had begun. Under the framework of the plan adopted through United Nations Security Council Resolution 2803 on November 17, 2025, this stage provides for a broader withdrawal of Israeli forces from Gaza and reconstruction.
Hamas said the disarmament of armed groups was also on the agenda during the second stage. It added that Israel had insisted on disarmament first and that disagreements between the parties continued.
