Syria's new administration took a significant step in the restructuring of the army and security institutions. President Ahmed al-Sharaa signed Decree No. 147, approving the establishment of the National Defense Sciences University.
According to the decree, the university will be headquartered in the capital Damascus and will have legal personality, financial and administrative independence. The new institution will house the Higher Military Academy, military schools and institutes.
As part of the university's establishment preparations, a cooperation meeting was held in June 2025 between the Minister of Higher Education and a delegation from the Ministry of Defense. This development is seen as part of the restructuring process that began after the overthrow of the Bashar al-Assad regime on December 8, 2024.
