Iraqi Airways plans to resume flights to Iran from Najaf International Airport in October. The regulatory procedures and technical and administrative preparations required for the flights are ongoing.
The airline announced that work to prepare the aircraft and organize the flights had been accelerated. The flights will resume once the requirements for operations in compliance with the relevant rules have been completed.
Special exemption for Iran flights
Iraqi Airways said it had received a special exemption to operate flights to Iran as a result of efforts by the Iraqi government. The airline said the process was being carried out under the direction of Prime Minister Ali al-Zaydi and with the follow-up of Transport Minister Wahb al-Hasani.

The Iraqi government had previously announced that it held direct talks with the U.S. side to exempt certain Iraqi airports from measures imposed by the United States.
U.S. sanctions targeting Iran’s aviation sector
On Sept. 8, the U.S. Treasury Department announced a sanctions package targeting 36 entities and individuals it said supported Iran’s aviation sector. The package also included 27 Iranian airlines.

Under the sanctions, three authorizations linked to flights to Iran or over Iranian airspace were suspended. Some of these authorizations allowed U.S.-origin or U.S.-controlled commercial aircraft to fly to Iran.
The U.S. Treasury Department also warned foreign companies about the consequences they could face if they provided services to Iranian airlines subject to sanctions. The Treasury’s Office of Foreign Assets Control temporarily suspended a general authorization for the reexport of certain civil aircraft to Iran. The office also issued a separate authorization to complete certain previously authorized civil aviation transactions.
Iraq-Iran flights suspended in early March
Iraqi Airways had not operated flights to Iran since early March because of military tensions in the region. Iranian airlines also suspended flights to Iraq as of Sept. 23.

Iraq’s Transport Ministry had announced that it closed the country’s airspace after attacks targeted Tehran and other Iranian cities. The ministry also said air traffic had been cleared before the closure.
After clashes in the region began on Feb. 28, Iran launched attacks on Israel and certain locations in the region, followed by U.S. attacks on targets in Iran. As negotiations between the United States and Iran struggled to advance because of disagreements over navigation in the Strait of Hormuz, the two countries signed a memorandum of understanding in mid-June.
