Saudi citizens will need a visa to enter Montenegro from November 1, 2026, after the government decided to align its visa regime with EU policy. The rule also covers nationals of Türkiye, Russia, Belarus and China.
A temporary visa waiver allowing Saudi and Turkish citizens to stay up to 30 days expires on October 31.
Under the new rules, holders of valid Schengen, US, UK or Irish visas or residence permits can stay up to 30 days without a separate visa. Montenegro plans to open VFS Global application centers in countries including Saudi Arabia, Qatar, Bahrain, Kuwait and Jordan, and to launch an e-visa system.
Montenegro’s Foreign Ministry describes the move as “one of the important obligations on its path towards EU membership.”
