Syrian Foreign Minister Asaad al-Shaybani alleged at a joint news conference held in Damascus on Tuesday, October 13, that Israel was supporting armed groups operating outside state authority in the southern Syrian city of Suwayda.
Shaybani argued that Israel was providing the groups with weapons and money and pursuing a plan aimed at creating chaos in the region. He made the remarks at a news conference also attended by Sabrina Dallafior, director-general of the Organisation for the Prohibition of Chemical Weapons.

Damascus calls for return to the 1974 agreement
Shaybani called on the international community to stop what he described as Israel’s actions threatening to plunge the region into chaos. The Syrian foreign minister called for a return to the 1974 Agreement on Disengagement and asked United Nations forces to guarantee its implementation.
Calling on Israel to participate seriously in the U.S.-sponsored talks, Shaybani said the negotiations had continued for about a year and a half. He said Damascus remained committed to reaching an agreement that respects Syria’s security and sovereignty.
Allegations against Israel
Shaybani said Israel had sought to destabilize Syria since the fall of Bashar al-Assad’s regime in December 2024 by attacking infrastructure and occupying new areas of Syrian territory.
Shaybani also alleged that Israeli forces had forcibly displaced Syrians and carried out arbitrary detentions, saying the fate of dozens of Syrian detainees remained unknown.
Buffer zone stipulated by the agreement
The 1974 Agreement on Disengagement provided for the establishment of a buffer zone between Syrian and Israeli forces under United Nations supervision.

Israel has occupied most of Syria’s Golan Heights since 1967. Following the fall of Bashar al-Assad’s regime, Israeli forces seized the demilitarized buffer zone and expanded their presence in southern Syria.
Talks held in Jordan
Syria and Israel held several rounds of U.S.-mediated talks aimed at reducing tensions, ending Israel’s military operations and reaching an agreement on security issues.
Syrian and Israeli delegations met in Jordan in August under U.S. mediation. The talks addressed steps to end Israeli attacks, detentions and military operations, as well as the withdrawal of Israeli forces to the positions they had held before December 2024.
