Spain called for the withdrawal of Israel’s tender for 1,234 new housing units issued under the E1 settlement project concerning Palestinian land in the occupied West Bank.
Spain’s Foreign Ministry said the settlements violate international law and pose an obstacle to peace and the two-state solution. The ministry called on the Israeli government to comply with its international obligations.
Madrid also called on the international community to fulfill its responsibility to support the implementation of the two-state solution in order to achieve a just and lasting peace in the region.
Albares calls for the decision to be withdrawn
Spanish Foreign Minister Jose Manuel Albares condemned Israel’s decision to expand settlements in the occupied territories. Albares said the settlements violate international law and called on Israel to withdraw its decision and support the implementation of the two-state solution.
E1 project affects the West Bank’s territorial contiguity
The E1 project aims to connect the Maale Adumim settlement near the Palestinian town of Al-Eizariya to a road leading to West Jerusalem. The plans have raised concerns that the geographic connection between East Jerusalem and the rest of the occupied West Bank could be severed, effectively dividing the West Bank in two.
Israeli authorities confiscated 12,000 dunams of Palestinian land in the project area in 1999. The plans envisage the construction of more than 4,000 settlement units and hotels.
The E1 project, frozen under pressure from previous U.S. administrations, returned to the agenda after Israeli Prime Minister Binyamin Netanyahu approved it in September 2025.
Israeli organizations say commitment was violated
Israeli human rights organizations Ir Amim, Bimkom and Peace Now said on Tuesday that Israel had violated its commitment regarding the E1 project. The organizations said a tender had been published for 1,234 settlement units without prior notice to those who had filed objections to the project.
The project, which extends east of East Jerusalem, involves connecting the Maale Adumim settlement to Jerusalem through the confiscation of Palestinian land and the construction of approximately 3,400 settlement units.
