Syria’s Foreign Ministry announced that an agreement had been reached with Russia on arrangements concerning the future of military and civilian facilities in the country’s coastal regions. The agreement covers the restructuring of Russia’s presence in Syria.
Under the plan prepared after approximately 18 months of intensive negotiations, the administration of civilian facilities will be transferred to the Syrian state. Hmeimim Airport and the fourth commercial berth at the Port of Tartus are planned to be gradually incorporated into the civilian administration system.
Military bases will become joint training centers
A new function is also envisaged for bases and facilities with military status. It was agreed that these sites would lose their status as military bases and be converted into joint training and education centers.
The timetable set for implementing the arrangement will not exceed three months. The new rules are planned to take effect once this period has ended.

A new phase in Damascus-Moscow relations
Syria’s Foreign Ministry described the agreement as the most significant step taken since the talks began. The ministry expects the arrangement to pave the way for a new phase in relations between Syria and Russia.
Russia provided military and political support to the government of Bashar al-Assad during the war against opposition groups from 2011 to 2024. Syrian revolutionary groups entered the capital, Damascus, on December 8, 2024, and overthrew the Assad government.
