Umashi Dhlamini, the suspended deputy of the Tshwane Metropolitan Police Department, denied allegations of collaborating with police sergeant Fannie Nkosi and city financial officer (CFO) Gareth Mnisi regarding a security tender worth R2.9 billion during her testimony at the Madlanga commission. WhatsApp messages and video recordings presented before the commission showed Dhlamini facilitating communication between Nkosi and Mnisi, while Dhlamini stated that these messages were interpreted out of context.
Dhlamini also denied comments that Nkosi had "captured" Mnisi, arguing that these statements were made in jest among colleagues. Furthermore, she rejected conspiracy allegations related to awarding tenders to specific companies and stated that the shared documents were publicly available. Dhlamini claimed that Mnisi used Nkosi as his communication extension and that no corruption or tender manipulation occurred during this process.
The commission also raised allegations concerning Nkosi's brother Bheki Nkosi and his company Ngaphesheya in relation to Dhlamini. She stated that she did not provide any assistance in this matter. However, independent verification is required for some aspects of the evidence presented.
