Warning that the conflict in Sudan could spill over into the region, UN Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo said the parties must turn to dialogue for peace. DiCarlo made the remarks at a UN Security Council session on Sudan.
Saying there was no sign that the intensity of the conflict was decreasing, DiCarlo said the situation in the country had largely remained unchanged. She noted that the people of Sudan face a brutal war, a deepening humanitarian crisis, collapsing basic services and severe economic problems.
Regional impact of the war
DiCarlo expressed serious concern about deteriorating security conditions along Sudan’s borders. She said the conflict had begun to affect neighboring countries already struggling with instability and other crises.

Calling on all parties in Sudan to engage in dialogue in pursuit of peace, DiCarlo urged them to refrain from steps that could cause the conflict to spread beyond the country’s borders. She stressed that preventing a wider regional crisis must be a shared priority.
UN call against external support
DiCarlo said the parties continued to believe they could achieve gains on the battlefield, which led them to pursue fighting instead of dialogue. She said continued external support encouraged the parties to achieve their goals by force.
DiCarlo also said the UN Secretary-General’s Personal Envoy for Sudan, Pekka Haavisto, was in constant contact with the parties to support confidence-building steps. She called on the UN Security Council to use all the tools at its disposal to end the conflict.

Distribution of control in Sudan
The Rapid Support Forces control most of the Darfur region, which covers 5 of Sudan’s 18 states. The Sudanese army maintains a presence in some parts of northern and western Darfur.
The Sudanese army controls most of the remaining 13 states, including the one where the capital Khartoum is located. The conflict between the army and the Rapid Support Forces began in April 2023 over disagreements on merging the forces under a single structure.
Tens of thousands of people have lost their lives in the conflict and about 13 million have been displaced. DiCarlo said the people of Sudan were enduring unbearable suffering and deserved a credible path to peace.
