Property tax transactions in Egypt can now be conducted for the first time through a mobile application. Finance Minister Ahmed Kouchouk stated that citizens can use this app to submit tax declarations, make advance payments, settle debts, and electronically apply for exemptions on their primary family residence.
Kouchouk added that property owners with multiple residences can consolidate all their properties into a single tax declaration. It was also announced that electronic payment receipts will be officially recognized.
The new app is highlighted as part of the commitment to digitize property tax services. The ministry indicated that this is part of a broader simplification plan aimed at easing procedures.
Exemption Threshold Raised to 8 Million Egyptian Pounds
Kouchouk announced that the tax exemption limit for the primary family residence has been increased from 2 million to properties valued under 8 million Egyptian pounds. This step is part of a property tax facilitation package designed to reduce both financial and administrative burdens.
It was noted that exemption applications can now be submitted electronically through the declaration system without visiting the tax office, moving the process fully to a digital channel.
Late Fees and Settlement Arrangements
The minister stated that late fees will be waived if the main tax amount is paid by October 2. It was also announced that ongoing disputes can be resolved through settlements if 70% of the tax is paid by the same date.
Kouchouk emphasized that no tax will be applied if a property has been demolished or is unusable due to extraordinary circumstances. This regulation aims to ensure fairness for properties that are not in actual use.
Discounts for Compliant Taxpayers
The new package includes incentives for taxpayers who file declarations within the legal deadline. A 25% discount will apply to residential units and a 10% discount to non-residential units.
For advance payments, this discount can increase up to 30% for payments ranging between 200 and 1,000 Egyptian pounds depending on the property type. Officials also announced that payments can be made in installments via electronic methods.
New Steps in Objection and Evaluation Processes
Deputy Finance Minister Ramy Youssef said a new approach will be applied to those voluntarily declaring unregistered properties. All applications currently under review by objection committees, initiated by the Tax Authority, will be withdrawn.
Youssef also announced that the Tax Authority will no longer have the authority to object to rental values set by valuation committees. According to officials, this change aims to reduce uncertainty in evaluation processes and speed up procedures.
