Iran's Permanent Representative to the UN, Ambassador Amir Saeid Iravani, made statements following a meeting held at the UN Security Council at the request of Western countries. The Iranian diplomat argued that the meeting had no legal basis.
Iravani asserted that UNSC Resolution 2231 ended on October 18, 2025 and lost all legal force from that date. The Ambassador claimed that there is no longer a legal basis for the Secretary-General to report or for the Secretariat to inform the Council.
Response to the E3 countries
Responding to the E3 group—France, Germany, and the UK—and their attempts to trigger the snapback mechanism, Iravani argued that these countries have no legal basis. The Iranian Ambassador further alleged that the E3 countries have not fulfilled their commitments under the Joint Comprehensive Plan of Action (JCPOA) and Resolution 2231, and that they supported military attacks on Iran's nuclear facilities under International Atomic Energy Agency (IAEA) supervision.
"A party that materially breaches its obligations cannot invoke rights arising from the same legal instrument," Iravani said, stressing that no consensus was reached in the UNSC in September 2025, and that this situation does not validate the E3's claims.
Accusations against the US and Israel
Ambassador Iravani stated that the root cause of the current situation is the US's illegal withdrawal from the JCPOA in 2018. Alleging that the US and Israel attacked nuclear facilities under IAEA supervision in June 2025 and on February 28, 2026, Iravani argued that these attacks violated Article 2(4) of the UN Charter.
Iravani claimed that the US President publicly assumed responsibility for these attacks. Rejecting the accusations of the representatives of France, the UK, and Bahrain regarding the situation in the region, the Iranian diplomat criticized these countries for applying double standards.
Alleged US attack in the Persian Gulf
Iran's UN Representative claimed that the US launched large-scale military attacks on facilities in southern Iranian cities and on some Iranian islands in the Persian Gulf on July 7-8. Iravani argued that these attacks violated the Islamabad Memorandum of Understanding.
Emphasizing that under the Islamabad Memorandum, the responsibility for maritime passage through the Strait of Hormuz belongs exclusively to Iran, Iravani stated that any foreign intervention attempts would violate the memorandum and escalate regional tensions. The Iranian Ambassador noted that if the US continues to violate its obligations under the memorandum, Iran will no longer be bound by its own commitments.
