Türkiye’s Industry and Technology Minister Mehmet Fatih Kacır said the first version of BİLGE, a large language model developed for the Turkish language, would soon be made available to developers. He made the remarks during his address at the 10th TRT World Forum in Istanbul.
Kacır said the model would strengthen Türkiye’s technological independence and enable startups, researchers and companies to build new products and services using Turkish artificial intelligence capabilities.

The minister outlined the goals of the National Artificial Intelligence Action Plan through 2030. They include teaching 5 million citizens AI skills, training 10,000 advanced experts and 100,000 specialists, opening at least 2,000 government datasets to researchers, increasing data center capacity to 1 gigawatt, and attracting at least $10 billion in private investment in data centers and cloud computing.
Kacır said Türkiye was working on a risk-based AI regulation framework and would establish an AI ethics council responsible for protecting privacy, preventing discrimination and safeguarding children. He emphasized: “We can delegate authority to artificial intelligence, but we cannot delegate responsibility.”
