European Commission President Ursula von der Leyen announced that the European Union will present an "European framework for emergency response" before the end of the year, enabling member states to respond quickly to serious threats at the external borders.
Speaking before the European Parliament in Strasbourg, she said irregular crossings of the EU's borders had fallen by 56 percent over two years and by 34 percent since the beginning of the year, while asylum applications had declined by 19 percent.

She said the attempt at irregular migration to the Spanish city of Ceuta on July 31 showed that new threats could emerge rapidly at the borders, calling for the full implementation of the European Pact on Migration and Asylum, which entered into force on June 12.
She added that the Commission would also propose expanding the powers of the European Border and Coast Guard Agency, Frontex, to strengthen protection of the external borders.
