Malaysian Prime Minister Anwar Ibrahim said the country would not allow itself to be used for the transit of cargoes that could contribute to Israel’s military operations or military capacity. The September 15, 2026, statement also included shipments that contribute to violations against Palestinians and other civilians.
Ibrahim said approval would not be granted for cargoes supporting Israel’s military capacity to be transported through Malaysia. Suspicious shipments will be subject to inspection and investigation under Malaysian law, and decisive action will be taken if a violation is established.

The policy does not cover all commercial cargoes
Malaysia’s announced policy does not mean that all commercial activity linked to Israel or all cargoes will be automatically banned. Its focus is preventing shipments that could contribute to Israel’s military operations or military capacity from passing through the country. Which products will fall within this scope and the legal procedures that will govern the reviews will determine the policy’s practical impact.
The position is also consistent with Kuala Lumpur’s previous port policies. On December 20, 2023, Malaysia announced that Israeli-flagged vessels would not be allowed to dock at its ports and that vessels bound for Israel would not be allowed to load cargo at Malaysian ports.
On May 7, 2024, Malaysia reiterated its position that companies registered in Israel would not be allowed to operate in the country. The participation of companies alleged to have supplied weapons to Israel in defense fairs in Malaysia had also become a subject of debate.

Anwar Ibrahim said on August 8, 2026, that Malaysian ports would not be allowed to be used for trade that could contribute to actions against Palestinians. The September 15 statement clarified the same line with regard to the inspection of transit cargoes. The Malaysian government says the country must not become a transit channel that contributes to Israel’s military activities; suspicious shipments will be reviewed under the existing legal framework and sanctions will be imposed when necessary.
