Syrian Foreign Minister Asaad Hassan al-Shibani said consultations are ongoing to consider Syria’s accession to the Mecca Pact for joint defense, which includes Türkiye, Saudi Arabia and Pakistan.
During his visit to Pakistan last August, Shibani announced that Damascus was studying the agreement, like other countries, but had not yet decided whether to join it.
An attack on one member is an attack on all

Türkiye, Saudi Arabia and Pakistan signed the Mecca Pact for joint defense on August 7, 2026, during a summit held in Mecca. The pact stipulates that any armed attack on one member state will be considered an attack on all, while leaving the door open for other countries to join.
Turkish Foreign Minister Hakan Fidan later pointed to the possibility of Egypt, Syria or Bangladesh joining the pact, explaining that developing the necessary understandings among all parties would take time.
Partnership with Ankara and Riyadh
Türkiye has established close ties with the Syrian government that took power after the fall of Bashar al-Assad’s regime in December 2024. Shibani describes Ankara as a key partner in Syria’s reconstruction.
Pakistani Prime Minister Shehbaz Sharif described the Mecca Pact as an important milestone in relations among the three countries in a speech at the Turkish Embassy in Islamabad marking the 103rd anniversary of the founding of the Turkish Republic.
