Security forces affiliated with Syria’s Interior Ministry detained two officers from the ousted regime in the northwestern province of Latakia on Monday.
The authorities are continuing their investigation into Haytham Suleiman Barakat and Marwan Suleiman Barakat to determine the alleged abuses and their legal responsibility.
The detained officers
The detainees were identified as Major General Haytham Suleiman Barakat, the former commander of the 11th Infantry Division, and Brigadier General Marwan Suleiman Barakat.
The security forces said Haytham Barakat was accused of repression against civilians and arrest operations, as well as extortion and financial blackmail. He was also accused of bringing charges to intimidate people and of taking part in the killings and enforced disappearances of detainees and activists.
Marwan Barakat’s role in Daraa
Marwan Barakat served between 2011 and 2019 as head of the artillery branch of the 15th Infantry Brigade, which was affiliated with the 5th Division in Daraa province in southern Syria.
Barakat said he served in the brigade, which took part in shelling several cities and towns in Daraa. The locations included the city of Inkhil. He later became commander of the 165th Artillery Regiment within the 1st Corps.
Change of government in Syria
On December 8, 2024, opposition forces led by Ahmed al-Sharaa overthrew Bashar al-Assad’s government, which had ruled Syria from 2000 to 2024.
Syria’s new government is working to bring the security situation under control and pursue former regime figures accused of involvement in abuses against civilians during the period from 2011 to 2024.
