The UN Independent International Commission of Inquiry into the Occupied Palestinian Territory and Israel said in a report submitted to the UN General Assembly on October 26 that Israel continues to commit acts of genocide with the intent of destroying Palestinians in Gaza, in whole or in part.
The commission, chaired by Sreenivasan Muralidhar, said the area under Israeli control in Gaza had increased from 53 percent to at least 60 percent since the ceasefire in October 2025, and that at least 196 people, including 43 children, had been killed along the line of advance. According to data from the Palestinian Health Ministry, the death toll exceeded 1,400 during the year following the ceasefire.

In the West Bank, the report concluded that crimes against humanity had been committed, including extermination, persecution, torture, rape and other forms of sexual violence. Airstrikes there killed 254 people between October 2023 and September 2026, compared with six people between 2008 and October 2023, while more than 34,000 people were displaced in the largest wave of displacement since 1967. The commission described the events as “a widespread and systematic attack on Palestinian civilians” and “the product of state policy.”
Israel rejected the report, with its mission in Geneva accusing the commission of waging “a disinformation campaign to demonize the State of Israel” and calling for its dissolution. The UN Human Rights Council established the commission in 2021.
