As fighting in Yemen intensified again in recent weeks, UN High Commissioner for Human Rights Volker Türk called on the parties to immediately de-escalate tensions and protect civilians.
In a written statement, Türk said Houthi attacks on government-controlled areas had killed 17 civilians since August 6. In Houthi-controlled areas, two people were also reported killed at the end of July.
Call on parties to protect civilians
Türk called on all parties to immediately halt all activities to prevent the people of Yemen from suffering further, saying the country must not be dragged into another full-scale conflict.
Türk called for compliance with international humanitarian law and international human rights law, and urged the parties to refrain from attacks on civilians and civilian structures. He also stressed that all possible measures must be taken to prevent civilian deaths and injuries and to avoid damage to civilian property.

Attacks deepen humanitarian crisis
The UN High Commissioner for Human Rights said attacks on civilian infrastructure must end. He noted that the attacks were worsening the hardships faced by civilians at a time when at least 18 million Yemenis were experiencing food insecurity.
The people of Yemen are struggling with the devastating consequences of years of conflict, displacement and humanitarian crisis.
Fighting intensifies again across several provinces
Following the war between government forces and the Houthis that began approximately 12 years ago, Yemen had experienced relative calm since April 2022. The Houthis have controlled numerous provinces and cities, including the capital, Sanaa, since September 21, 2014.
Clashes between the parties intensified again in recent weeks, particularly in the provinces of Marib, Al Jawf, Al Dhale and Taiz. Yemen’s humanitarian and economic crisis is considered one of the world’s most severe.
A Saudi Arabia-led coalition supports Yemen’s government forces. While accusations that Iran supports the Houthis continue, the Houthis announced in July that they had imposed a naval blockade targeting Saudi Arabia.
