At the conclusion of their 13th summit in Ankara on October 30, leaders of the Organization of Turkic States adopted the 163-point “Ankara Declaration.” Türkiye assumed the organization's rotating presidency from Azerbaijan.
The declaration called for the full implementation of UN Security Council Resolution 2803 (2025) and the comprehensive plan on Gaza, as well as a two-state solution.

In the energy sector, the declaration underscored the strategic importance of the Baku-Tbilisi-Ceyhan pipeline and the Southern Gas Corridor, and supported the development of green energy corridors, cooperation on critical minerals and the peaceful use of nuclear energy.
On security and defense, the leaders agreed to examine the possibility of establishing an organization-affiliated defense industries college hosted by Türkiye and to accelerate consultations on creating a cybersecurity council.
The declaration also called for a negotiated and mutually acceptable solution in Cyprus and supported efforts to ensure equal rights for Turkish Cypriots.

The leaders decided to hold the 14th summit in Uzbekistan in 2027, while Kyrgyzstan will host an informal summit that same year. Mirvohid Azimov assumed the post of secretary-general of the organization, succeeding Kubanychbek Omuraliev.
