Libya’s central bank leadership has undergone a temporary change before a final decision was reached. The Presidency Council of the House of Representatives accepted Naji Issa’s resignation in principle and temporarily transferred the bank’s administration to Fawzi Misbah Abu Hazam.
The Presidency Council deferred the final assessment to the next parliamentary session. Whether Issa’s resignation will be finalized will be decided after discussions held under the applicable legislation and regulations.
Abu Hazam appointed on an interim basis
Abu Hazam, a member of the Central Bank’s board of directors, was appointed to temporarily carry out the duties of governor. Under the decision, Abu Hazam will exercise the powers necessary to ensure that the bank’s operations continue without interruption and in an orderly manner.
Naji Issa denied submitting his resignation. A member of the House of Representatives said Issa had submitted his resignation to parliament in August, that the document was valid for three months, and that its acceptance on Thursday complied with the existing regulations.
Bank objects to entry into its building
After footage circulated showing Abu Hazam entering Issa’s office at the Central Bank building in Tripoli and taking over his duties, the institution issued a written statement. The Central Bank condemned the entry of a force and other parties into its headquarters and their access to the governor’s office in his absence.
The statement said all parties involved in or contributing to the incident would be held responsible for any consequences. The bank also identified the Defense Ministry of the Government of National Unity as among those responsible, citing its duty to protect the headquarters.

The Central Bank said it would accept no responsibility for any actions taken or decisions made after the entry into the building. It also said it would exercise its legal rights to protect its headquarters, offices and documents and to ensure that proceedings were initiated against those responsible for the incident.
Five-member committee for the handover
The Presidency Council of the House of Representatives decided to establish a five-member committee to oversee the handover of duties between Naji Issa and Abu Hazam. The committee, established under Decision No. 6 of 2026, is chaired by Abdulmuttalib Bik, a member of the High Council of State.
The committee includes representatives of the two chambers, one member of the Central Bank’s board of directors and a bank employee.
Libya has two rival administrations
Naji Issa took the oath of office as Central Bank governor in early October 2024 at the House of Representatives’ headquarters in Benghazi, in eastern Libya.
In Libya, the Tripoli-based Government of National Unity, headed by Abdul Hamid Dbeibeh, governs the western regions. The government appointed by the House of Representatives and headed by Osama Hammad is based in Benghazi and holds influence over the eastern regions and most cities in the south.
The United Nations Support Mission in Libya is working to organize elections that would end the political crisis and unify the country’s institutions.
